Newport, Rhode Island has numerous historic sites, including the oldest synagogue in America, a colonial seaport village, and gilded age mansions. Competing priorities for scarce preservation dollars is not a new thing, but it reached a particularly peculiar place during a grant contest sponsored by the US National Trust for Historic Preservation as part of its "This Place Matters" Community Challenge.
