The recent moves by the Obama administration to normalize relations with Cuba has led to an increase in tourism to the historic city of Havana. Some believe the historic colonial buildings of Havana still stand because of the lack of urban development. Actually, their preservation was the result of the efforts of a city historian who, in the 1990s, was granted power to oversee their adaptive re-use. Now, those successes may be at risk, as the powers of the City Historian’s office have been transferred to the military.
